In my opinion, that is an improvement over Oracle 10g R2, where this feature was enabled by default even on editions for which the licenses to use the feature could not be purchased. Using the Performance tab requires the Enterprise Edition of Oracle AND additional cost licenses. From somewhere in this document (per a Google search): http://download.oracle.com/docs/cd/B19306_01/license.102/b40010.pdf "Performance tab is a licensed feature of the Diagnostics Pack for Oracle."

While the above document is written for Oracle 10.2.0.4, the same license requirement applies to 11.1.0.6 and 11.1.0.7.
