"30% is not too much" can be true in some conditions e.g. heavy load on Oracle. But in "idle" mode, 30% activity is way, way, way too much. And I would be OK if this 30% stays on for 10min. But after 6h - come on, something is wrong. Hint to host Oracle on separate machine is also OK, but we do not need it for this DB as the expected load is low (under 15% CPU usage during normal operation) and DB is on a separate disk.
