No, it doesn't, primarily because a database in the Oracle context is NOT the same as a database in the SQL Server context. This is why Oracle provides the DBCA utility, to create a new database. Of course, OEM allows you to create users/schemas which are almost a direct match with a SQL Server 'database'.

If you're going to work with Oracle you absolutely NEED to get conversant with the proper terminology; I strongly suggest reading the Concepts Guide found at http://tahiti.oracle.com.
