Which HOME to set for startinh 10g Grid Control Agent

We are running a 10.2.0.3 database and this is being monitored with a
10.2.0.3 Grid control agent in a separate home on the same server.
When starting and stopping this agent the 10g docs say to:
cd $AGENT_HOME/bin
emctl start/stop agent
but should this be run with the ORACLE_HOME environment variable set to the database home or the agent home..?
