This guy uses Google, but whois shows that he's from India, posting from sancharnet.in. Sancharnet is an ISP (www.sancharnet.in) and explicitly forbids spamming. I didn't see the message (this guy spammed before and my spam filter blocked him) but, if you want, you can report this incident to abuse_at_sancharnet.in. They will probably terminate the offending account.
