I found the following in oradim.log, repeated after every reboot:

C:\oracle\product\10.2.0\db_1\bin\oradim.exe -startup -sid orcl -usrpwd * -log oradim.log -nocheck 0
Fri Jan 18 11:05:39 2008
ORA-12560: TNS: Fehler bei Protokolladapter

I am logged in as local Administrator. The Oracle service is run as LocalSystem; running at as Administrator makes no difference.

Does this make sense to anyone?

Thanks for your help
