Disabling port 1521 to block out user

One of our installer is disabling port 1521 to block Oracle user out
while he is doing an updrade. But this also blocks out our installion
software, done in Java using the thin driver. Besides changing our
install software to allow entering a new port number, is ther another
way to block out user out of Oracle during an updrade ?
