The problem only manifests itself in the display layer of the application.

Database, Application , and Client (where problem is observed) are located
in EST / America/New_York Time zone.

Dates whose hour component is greater than 0100 hours display correctly.

Dates whose hour component is between 0000 hours and 0100 hours display as the previous date, i.e. Date - one day.
