What does that have to do with installing the client software or setting your PATH correctly? root.sh does nothing with sqlplus or any of the client utilities in terms of permissions therefore it isn't necessary with a client software installation.

You did include the client software home in your PATH?

A simple 'which sqlplus' should return either the fully qualified name of the file or a statement that the file is not found in any directory in the currently set PATH. Which should tell you much in what is 'wrong' with your installation/implementation of the Oracle 10g client.
