Well 11g is fairly "fresh out of the box" from oracle. I guess some of what you are asking depends on several factors ...

First, every time oracle has a new release of the database product, it tends to get hyped as the most stable new release oracle has ever put out. However, it you want to use all the latest features including all the latest optimizer features ... usually some interesting things happen. So part of the question should go back to you as "how are you planning to test 11g before you plan on moving it into production?" ... "how good are you at performing application testing to find any problems?" ... "do you have a fully populated test environment available ( and if not why not )?" ... etc.

Everyone that I know is at most "looking at and poking ( some of them )" 11g. Almost everyone will plan on sitting out until at least 1 or 2 patchsets for 11g come out ... which probably means middle/late 2008.

Second, 10.2 is fairly stable although a lot of us are still wanting to get patchset 10.2.0.4.

You lost me on the "how much incremental budget do I need to get approval for" part. Are you licensed and paying oracle for support? Then you can upgrade to 11g without any additional budget. If you are not licensed for support ... well that's a whole different song and dance.

Other questions in that area include what version are you running ( enterprise, standard, etc ) now, what version do you want to and need to have available in 11g ( or 10g for that matter ), do you have any of the option packs ( tuning, diagnostics, etc ) licensed or do you want to have them in a 11g or 10g environment ...
