License for cold standby system?

Our customer wants to have a cold standby system consisting of 2
machines: One machine should run as server and one as client. Oracle
should run on the server. If the server fails, the client should play
both roles.


What's with Oracle licenses? Do I need a license for each machine? Every
time there is only one machine running oracle!
