What os account are you using for that, oracle or another one? If 
latter, then maybe the Note 207797.1 is your issue? Did you verified as 
well suggestions from David and Joel - besides already mentioned 
TWO_TASK/ORACLE_SID variations and wrong permissions either on 
executables or mount point for $ORACLE_HOME - i have no clue, what else 
can be a reason
