I resolved the original problem without a new installation.

In case someone find it useful, this is the procedure i followed:

• stop Oracle Service
• remove the corrupt Control file
• restart Oracle Service
• type in a cmd window sqlplus "/ as sysdba"
• in the sqlplus shell type "SHUTDOWN IMMEDIATE;"
• type "STARTUP NOMOUNT;"
• launch your CREATE CONTROLFILE script
• restart Oracle Service

Then i was faced with another problem (ORA-25153: Temporary tablespace is empty).
To resolve this type the following sql command: ALTER TABLESPACE temp ADD TEMPFILE 'C:\oraclexe\oradata\xe\TEMP.DBF' REUSE;
