I must confess, I never did.
Newsgroups are like public email, and treated as such.

I have been contributing since about 1997, and never read the charter. Heck, should I? How would I know? It's not like I agreed to the charter before installing the software.

Charter or no charter, there has always been quite a clear distinction between serious and/or technical groups on one side, and commercial, or not serious groups on the other.

I find it quite annoying to find commercially flavored stuff here - and no, it's not about a sig. Looks like Hyderabad and thereabouts are abusing the more technical Oracle fora for their marketing fluff.

Cost and otherwise, this and other announcements could just as well be in cdo.marketplace - and you do not need a charter (a what? - what has cheap airliners to do with computers?!?) to know marketplace is commercial, whereas tools is not.

Just don't start off with "read the charter before..." Asif anyone reads TFM before.
