Yes, the service is started.
I got this error by stopping, and then restarting, the associated windows service.

I don't know how the service was created: it was created two years ago by someone else.
I am not an expert, so I am afraid of deleting it and recreating it.

By the way (I don't know if it helps) I have SQLNET.AUTHENTICATION_SERVICES= (NONE)
in sqlnet.ora
