Sorry but that is nonsense. The statement, undoubtedly written by Oracle legal is to protect them from someone following this advice and running afoul of an auditor or government agency with a different interpretation of reality.

If Oracle is hosting it, and Oracle is promoting it, it is an Oracle project in every meaningful sense of the word.
