Look at creating CONSUMER GROUPS and using the built in RESOURCE MANAGEMENT capabilities. Docs at http://tahiti.oracle.com ... look up DBMS_RESOURCE_MANAGER built-in package.

You can to go http://www.psoug.org/library.html and look up both DBMS_RESOURCE_MANAGER and CONSUMER GROUPS for demos you can run and modify.
