no no no no! ,
that's not how this works.

it's like this:

1- put a mesg like this as wide as possible.
2- get a few resumes from the replies with reasonable experience.
3- put them forward to prospective client at a ridiculous rate.
4- when prospect comes back asking: "do you have anyone cheaper?"
5- they then propose their sub-standard, undertrained own folks

as the "solution", at a bargain price.
6- idiot prospect walks away absolutely convinced they "scored" big.

it particularly helps when this sort of outfit has also bought a "certified partner" badge off something big. never mind what.
