Searching for this in metalink show info for 9.2.0.6 and 9.2.0.7 PATH README info. The Oracle consultant added this hangcheck_reboot=1 to an 10.2.0.3.0 install on RHEL4u4. I'm not finding anything on metalink relating to a 10.x install.
