Oracle is not supported on XP home. However, yes, you need to start the Oracle services. Minimally:

OracleService<SID_name> - database service Oracle<Oracle_home>TNSListener - listener service Oracle<Oracle_Home>iSQL*Plus - iSQL*Plus service
