Note that limiting logins at the Oracle user level (CREATE PROFILE) assumes each individual user will have his own unique Oracle ID for access -- a big assumption. Many Web based Oracle apps use only one (or a few) Oracle user IDs actually to connect to the database.

i agree another group (comp.databases.oracle.misc or .tools) might be better for this Q'n - it's not really a database server issue
