And with that I have written the authors of that document, and others, and asked them to fix it to clearly indicate what a "logical backup" can and can not be used to do.

The sad truth is that the sloppy usage of the word "backup" when referring to exports has led a lot of people to think they can not use RMAN. And the team of writers responsible for the documentation, I hope, will carefully craft a warning every time they use the term "restore" to clearly indicate the extreme limitations of export and DataPump in that regard.
