Here is the explanation from the metastink:

RS-1028: Dependency analysis failed because of: 'Resource in UNKNOWN state: myclock_vip'

CRS-0223: Resource 'myclock_vip' has placement error.

Changes
Upgrade to 10.2.0.3. The procedure to define an application VIP worked fine in 10.2.0.2.
Cause
The cause of this problem has been identified and verified in an unpublished Bug 5718716.

Bug 5718716 will be fixed in patchset 3 for Oracle10g Release 2 (10.2.0.4).

One would expect this bug to be published when it causes such a royal pain in the neck or lower.
