No its not the connection - the tnsping/sqlplus is trying to connect to a

  1. not existing listener on 172.27.133.1 or
  2. a not reachable IP 172.27.133.1
    • which is neary the same in point of view of sqlplus and this connect attempt has a timeout of 20 sec. I just want to lower this value to 1 or 2 seconds just to skip this IP faster.

I think the INBOUNT_CONNECT_TIMEOUT sets the timeout for a already connected session right?
