It is something of a time-warp list. See metalink Note:146560.1 Last update: Jul-6-2001 which is still sitting out there as the FAQ for Database Performance.

To the OP: See http://download-west.oracle.com/docs/cd/B19306_01/server.102/b14211/instance_tune.htm to get started, Daniel has succinctly described what is involved. If you are taking some exam, you have to decide whether it is more important to learn to the exam or learn what is real and useful.
