Did they also upgrade the Oracle client environment ? How did you set the client NLS_LANG settings (WE8ISO8859P1) ? Did you let Oracle do it during the installation of the client software, or did you manually change it in the registry (which is often incorrect). The client NLS_LANG settings should match the *Windows* character set settings and not those of the Oracle database server. They could be the same, but often they are not.
