any alternative tool for sql development

i have been trying to download the oracle sql developer tool for sql
and pl/sql for the past three days but was unsuccessful. i tried using
a download accelerator but no result, not even a single byte
transferred. does anyone know of an alternative sql development tool
that can write to oracle database servers?
i have the 10g express downloaded already on my computer.
