As Ana C. Dent replied: it all depends on your requirements.

As for Portal, your choice is limited: no portal/SSO in 10.1.3. The complete sha-bang is available in 10.1.2.0, to be patched to 10.1.2.2.

Once more - I do not know your business needs, but based on the single "Portal" bit, I'd go for that version, allowing for Single Sign-On, Delegated Administration, Portal, Advanced security, Certification Authority, etc.
