The only requirement for a standby database to be created is the backup is accessible at *both* sites.
As RMAN can back-up to either disk or tape, and in the latter case the only requirement is you have the tape library driver on the server, I don't see why Oracle would implement this. If you back-up your database to a tape library and the tape library is accessible from the standby host, there is no problem at all. So why would Oracle do this? Why would you have a standby database, when you back-up your database to disk?
Apart from that, you don't *have* to copy files, as there is NFS. (That is, if your database is on a *real* O/S)
