Hi,
I have implemented a Pro*C download program at our shop from a sample by Tom Kyte. See http://asktom.oracle.com/pls/asktom/f?p=100:11:0::::P11_QUESTION_ID:459020243348. It is an excellent little prototype, with which you can reach incredible output speeds!
You may need to know a little Pro*C though.
