Actually, this approach doesn't guarantee the database is up and running.
Ever heard of ora-257, Archiver stuck, connect internal only until freed?
Please do not
- reinvent the wheel
- rely on hobby code which isn't robust enough and
install Oracle Enterprise Manager.
