I like Frank's suggestions but I must confess I am amazed that SAP is supporting 10.2.0.2 so quickly: Usually they lag behind.

My guess is that it is a Windows problem, I know easy out, but you might want to compare installations with those that have worked. And, of course, there is always the three fingered salute.
