 From what you have written it is impossible to know what you are doing and in what version.

  1. 10.? ... out to three decimal places
  2. What are you using for host?
  3. What is in your listener.ora?
  4. What is in your tnsnames.ora?
  5. What is in your sqlnet.ora?

Just post the relevant parts if you know what they are.
