help: ssh and ulimit on linux box

Group, I am posting here because I know a lot of DBAs are also very good at sysadmin.
I am trying to install Oracle 10g on linux RED-HAT Enterprise Edition 3.

 One thing I need to do is
$ulimit -n 65438
-bash: ulimit: open files: cannot modify limit: Operation not permitted
According to metalike 261220.1, I need to set UsePrivilegeSeparation no
in /etc/ssh/sshd_config.

That solve the problem. But what bothers me is, everytime after reboot, "UsePrivilegeSeparation no" does not take effect automatically. I will have to kill the sshd, and restart the sshd before I can execute ulimit, how can I fix it?
