I'd suggest starting with patching. 9.2.0.4 is years old and many patches have been released.

More information is required to help you. If after patching the problem persists identify the user, what they are doing, etc. And what do you mean by "an application which freezes?" Every user on the system goes into an indefinite wait until you do a shutdown abort or something else?
