The difference is the same than the difference between the C language and a binary executable, or between the Java language and a Java binary class.

With PL/SQL you can also put code inside Oracle Developer visual objects (Forms, Reports) and write anonymous PL/SQL blocks to be executed by SQL*Plus or by a host language (e.g. Java).
