VIP (virtal IP) must be implemented by a special driver. If you don't have it, forget about it. Put your public addresses in the listener, using a piece of software produced by Billy Joy and configure your tnsnames.ora for failover. I've had nothing but problems with the @#$$%! VIP addresses. Netmgr does a good job with Oracle*Net configuration.
