The OP is correct for version 9.2 rdbms if no java in the db and no use of timestamp you should be able to skip the DST patches (or so I have been lead to believe). But 10g uses timestamp datatypes in the rdbms dictionary so it needs patching.
Other Oracle products have different requirements.

Plus the script Oracle provided to test your db has been shown to be flawed and a new version should be available.
