Enabling XA support in oracle

Hello,

I have installed oracle 9.2.0.7 database on windows. We want to have XA support and I have granted the select permission on dba_pending_transactions to all schemas...still we keep getting XA related errors...jvm is installed properly ..what could be the problem? how to go about enabling xa support in oracle? the error I get is:
