You didn't read the error message carefully enough.
(BTW: I would stop using non-Oracle locations for the documentation.
Oracle may update the documentation. Do you think a separate copy will
get updated too?)

You didn't verify whether the syntax of the affected statement is correct, nor did you verify whether the Procedural Option is installed (Likely it is, or otherwise you can't do almost anything). And how to install the Procedural Option is described in the installation documentation.
