Arbitrarily changing stuff and expecting to fix a problem almost always leads to further damage. Put it back the way you found it.

Follow Sybrand's lead. Read the log file. And if that doesn't answer the question rename the file. Try to start the webcache. Then post the log file containing just the error from that single attempt.

Of course there is always an SR at metalink.
