Please read the documentation!

The national character set is the character set used in NCHAR, NVARCHAR2 and NCLOB columns. For all other text columns, the database character set is used.

The national character set basically is a wart, probably originating in the times when it was not possible or safe to have a UNICODE database character set. I cannot think of any good use case in a 10g database.
