Oracle AQ can't propagate messages

I'm using Oracle 9i 9.2.0.5 with Advance Queue option. Sometimes Oracle
can't propagate messages to the remote DB. Observing v$lock i see TM
mode 3 lock on _i  and _h table ( _i and _h are IOT table created at
the same time as the out queue).



The only solution so far is decrease the number of messages stored in
the out queue.



Is there other solution ?
