http://www.freelists.org/dhs/archives/oracle-l/10-2006/msg00418.html I read (as I began to suspect it...) that the command CREATE DATABASE itself performs an internal call to this sql.bsq script.

Yet when you physically migrate from 8i to 10g this statement is never run of course => the SERVICE$ table is not created, and after your STARTUP UPGRADE you end up with trace files showing messages like
ORA-942 on service$ trapped and ignored during OPEN for migrate and
kpoataf() failed with error 604...
etc.
