If you know what you are doing you can edit it from Notepad. As the tnsnames editor is cumbersome, and it is very easy to make mistakes, which are difficult to track down, this is not recommended.

Oracle comes since ages with the Net Configuration Assistant. This tool provides a graphical environment to edit tnsnames.ora. It is located in the 'Configuration and Migration Tools' group on Winblows, and is started using
netca
on Unix (you need to run X-Windows for this).

Note that some features of the tnsnames are not supported by either Net Configuration Assistant, or by Net Manager. Those features are documented in the Net Administrators manual.
