At least one legitimate use of this (assuming by user he means schema) is when refreshing one schema in test from production, via dbms_file_transfer and transport tablespace. We only push across the datafiles of that tablespace and the metadata, and voila, instant schema refresh with no impact on anyone else. We did a 85GB transport last month and had it set up in less than 45 minutes, including making it read only, pushing it across, and importing the tablespace metadata.
