Oracle Discoverer 3.1 won't connect on Windows XP

Connecting to a version 8.0.5 Oracle DB on an IBM AIX system, we have one PC that cannot connect to the DB and gets the following errors:

Fatal NI connect error 12203, connecting to:

All other PC's can connect. I've searched around for some common solutions, e.g., IP conflict, as well as taken .ora confg files that work on other workstations, to no avail.
