 Are you the administrator for your CSI? There's an option for each user as to whether they can raise SRs or not, which may have been changed either by your admin or by a Metalink "quirk". Have a look in "Profile" in the top right, you should have entries for SRs in the "Privileges" section.

 Or your CSI's entitlement for raising SRs may have expired or again been lost through a quirk.
