Some of them are.  It varies by the presentor, who they work for, etc.



The keynote addresses are all available now either video or audio from
oracle.com



You can buy a set of CDs/DVD that has the presentations or at least
most of them.  But what you receive is mostly powerpoints with usually
little notes.
