Oracle 10g install on Windows XP

I've installed Oracle 10g onto a windows XP laptop and it installs correctly untill i try to use the database configuration wizard.

If i try to add a database or configure an existing database, i end up with the following error.

Failed to allocate port(s) in the specified range(s) for the following processes JMS [5540-5559] etc

refer to log file at
C:\oracle\product\10.2.0\db_1\cfgtoollogs\dbca\ora\emConfig.log

Whats in this file is

Invalid value null for parameter PORT
